CDL Requirements in Texas

The CDL process and requirements can be broken down into three steps and we will explore each one in this section. The three steps are:

1) Understand the type of license and endorsements you want to apply for. This will give you a chance to research what trucking companies require what permits. You can search for trucking jobs online to better understand what interests you (endorsement). For example, a school bus driver, HAZMAT, Passenger, or Tank endorsement. You will get a chance to learn what Class Type applies to what endorsement.

2) Obtain a CLP (Commercial Learners Permit. This will give you a chance to get behind-the-wheel training and clock some hours. A very important step in getting comfortable with trucks, etc. A CLP is necessary when in trucking school and learning to drive with an instructor.

3) Applying for your CDL (Commercial Drivers License). Once you have completed all the requirements and courses. You will be eligible to apply for your CDL license. After successful completion of the Texas CDL knowledge test and skills test, you will be a fully licensed commercial vehicle driver. ????

Let’s get started and explore 1-3 above in further detail.

When becoming a truck driver in Texas and applying to get your CDL, you need to make sure you meet the minimum requirements. Many people are NOT aware of the CDL license requirements in Texas, and this delays the entire process for them when applying to get their commercial driver’s license. In order to become a full commercial driver’s license (CDL) holder, you MUST first determine what type of commercial driver license you will like to apply for. You have the following choices –

a) Class A License – With this type of CDL license in Texas, you will be able to operate any combination vehicles with a gross weight rating of 26,0001 pounds or more. However, the gross vehicle weight rating (GVWR) of the vehicle or vehicles towed MUST exceed 10,000 pounds.

b) Class B License – This CDL license holder can operate any vehicle with a GVWR of 26,001 pounds or more with any of these vehicles towing a vehicle that does not exceed 10,000 pounds GVWR. These Class B license holders can also operate any vehicle designed to transport 24 passengers or more, including the driver.  If the skills test is taken in a bus with a GVWR of fewer than 26,001 pounds, the holder will be restricted to operating busses under 26,001 pounds GVWR.

c) Class C License – Holders can operate any single vehicle or combination of vehicles that is not a Class A or B if the vehicle is designed to transport 16 to 23 passengers including the driver, or used in the transportation of hazardous materials that require the vehicle to be placarded under 49 CFR, Part 172, Subpart F.

The Texas CDL Learner’s Permit

You MUST have a Commercial Learners Permit (CLP) in Texas before becoming a fully licensed CDL holder. A CLP will give you permission to gain behind-the-wheel experience and you WILL need this permit when doing your skill-testing driving exam. There are many questions about the Texas CLP permit and when you are required to have one. We were able to find information on this topic on DPS.TEXAS.GOV. Here’s a quick breakdown:

You will need a CLP (commercial learners permit) if you are applying for your CDL in Texas for the first time, upgrading your existing CDL (Class C to Class B or Class A, or Class B to Class A), or adding the following: passenger, school bus, or tank endorsement. If you fall into any of these categories, you will be required to hold a CLP for 14 days so that you can gain behind the wheel experience.

However,  you need to meet the following requirements:

a) You must hold a valid Texas Driver License. A CLP is not valid without your base Texas driver license and cannot be used for identification

b) A CLP authorizes you to practice on public roads in a CMV with a qualified CDL license operator. The operator MUST be sitting next to you and be 21 years of age or older who hold the same class of CDL for the vehicle you are driving.

c) You must hold the CLP for 14 days before taking the skills exam

d) A CLP is valid for 180 days or when your Texas driver license expires, whichever is earliest

e) A CLP can be renewed one time, up to 30 days prior to expiration, without needing to retake the knowledge exams.

Apply For Commercial Drivers Learners Permit

One of the requirements to get CDL in Texas is that you have a learner’s permit when gaining behind-the-wheel experience. You will also need this permit when doing your skills-testing portion of your exam. Here’s how to obtain your CLP. We have pasted everything here from DPS.TEXAS.GOV

a) The first step is to have a Texas driver’s license.  If you do not have a Texas driver’s license, visit our page on How to apply for a Texas Driver License. Once you have your Texas driver license, the Texas Commercial Motor Vehicle Driver’s Handbookor Spanish Version, and several instructional videos are available online to help you in obtaining your CLP. You will need to provide proof of the following to apply for a commercial learner permit:

S. Citizenship or, if you are not a U.S. Citizen, evidence of a lawful presence
Texas Residency,
identity, and
Social Security Number(a CLP or a CDL cannot be issued if you do not have a Social Security Number)

b) Self-Certification Of Medical Status(you must certify to only one of the following forms: CDL-4CDL-5, or CDL-10)

c) Medical Examiners Certificate(depending upon the type of self-certification of medical status you selected

d) Evidence of Texas Vehicle Registration* for each vehicle you own. Registration must be current. Visit Texas DMV vehicle registrationfor more information. (New Residents who are surrendering an out-of-state driver license only)

e) Proof of Insurance* for each vehicle you own

f) After you have gathered all the necessary documents and completed the required courses, you will need to do the following:

Complete the CDL application before arriving at your local office. (This form is also available at all driver license offices)
Visit your local driver’s license office. You may be able to get in-line before arriving. Locate the office nearest you.

g) Provide the following documentation to the license and permit specialist: CDL application for the issuance of CLP.

h) U.S. Citizenship or, if you are not a U.S. Citizen, evidence of a lawful presence:

Texas Residency
Identity, and
Social Security Number

i) Pay the application fee.

j) Provide your thumbprints.

k) Have your picture taken.

l) Pass Vision Exam.

m) Pass the knowledge tests for the appropriate driver license including any endorsements you will be adding.  The knowledge exam must be taken in the following order:

You CANNOT transfer your CDL license to Texas online and will have to go into your local DMV office. You MUST also have a Texas address when you fill out an application to transfer your CDL license to Texas.

Concerning moves into Texas, as long as you hold a valid CDL license from another state, the written and driving examinations are waived, but you must pass a vision exam. However, HAZMAT holders may have to do a retest of the written and skills-testing exam due to the sensitive nature of the job.
